A vulnerability has been identified in IPsec-Tools, which could be exploited by remote attackers to cause a denial of service. This issue is caused by an error in "src/racoon/handler.c" in racoon that does not remove an "orphaned ph1" (phase 1) handle when it has been initiated remotely, which allows remote attackers to exhaust all available resources, creating a denial of service condition.

A NULL pointer dereference also exists in "racoon/isakmp_frag.c" when processig specially crafted fragmented packets without a payload.
